AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a analysis published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the positions of these parties, the study indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the performance of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
