The Demise of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are released from different nations. Considerable effort is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats roared overhead – sophisticated military planes supplied to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by partner states. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: maybe the incoming missile won't hit its mark this time, protecting urban areas from devastation and another blackout.

Continuous Dangers

Soon after, a automatic firearm fired at a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv faced the early updates: several casualties, devastation and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to replace in the near term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new initiative from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This cycle will, no doubt, endure.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a principle well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unrealistic to pressure the Kremlin to abandon the land that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, Washington does nothing to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but avoiding a total frontline collapse until conditions improve in its favour.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
